| Beef issue. Food, clothing, and other supplies were used as inducements to attract Plains Indians to leave their semi-nomadic lifestyle and move to reservations. The women and children in this photograph are butchering a cow or steer obtained during a reservation "beef issue." The wagon would be used to transport the meat to the reservation campsite.
